When I moved here I asked around and everyone just said go to canadian tire. I tried to toss a local shop a couple hundred dollars to look past my window tint and they refused. Shops risk losing their license, so nobody is willing to go easy on the inspection.
You could drive out to Francis lake and try to offroad down the creek to get down to the lake. I'd actually love to know how high the water is right now :)
I went to the canadian tire in Duncan and they were good. I know the owners son through hockey though.

How long is your work permit for? I would just leave your landcruiser registered and insured in the USA if you're only going to be here a year or so.
But like Shane said, you shouldn't have a problem if you do get it inspected.
If the gate is open on Kapoor you can do quite a bit of exploring up there, but a lot is gated or dug up
